Bacon presents a congressional gold medal to Philip Wier during a ceremony May 17 at the Bellevue Public Schools Welcome Center in Bellevue. Contestants are awarded based on points earned in four areas: volunteer public service, personal development, physical fitness and expedition/exploration activities.
