2010 Defense Authorization Bill could repeal NSPS

Congress has reached an agreement on a $680.2 billion National Defense Authorization Bill for fiscal 2010. The bill, which has yet to be signed by President Barack Obama, could repeal the National Security Personnel System. 

According to the official NSPS Web site, the 2010 NDAA contains several provisions, including one to repeal NSPS and transition NSPS employees to previously existing civilian personnel systems no later than Jan. 1, 2012 with no loss in pay. The bill also provides for new authorities regarding a new performance management system; redesigned hiring procedures and mandatory training for supervisors. 

"All necessary steps to prepare for the eventual transition of NSPS employees out of NSPS and into the appropriate pay system will be taken," according to the site, "with a primary goal to execute a smooth transition with minimal disruption to the workforce and mission." 

The site noted that during the proposed transition period, NSPS remains in effect for organizations and functional units working under the system. Organizations and employees currently covered by NSPS will continue to follow NSPS regulations, policies and procedures until such time as the law is enacted and the transition takes place for their organization. 

"It's important for all personnel to remember that this bill has not yet been approved and signed by the president," said Terry Patterson, chief of civilian personnel here. "Additionally, this news doesn't eliminate the present need for managers and supervisors to implement job objectives for their employees for the Oct. 1, 2009 - Sept. 30, 2010 appraisal period."
