MISSION: "To provide quality legal services and training to preserve the good order, discipline and morale of our combat and support forces."

The Law Center provides professional legal support and advice to command and other staff agencies on a variety of issues including military justice, contracts, labor, environmental and operations law. We also provide legal advice and assistance on personal and civil matters to military members, retirees and their family members.

The Offutt AFB Law Center is supported by military attorneys, paralegals and civilians. Using this Web site is not a substitute for consulting with an attorney about a specific legal problem you may have.
tabLegal Assistance 

The Offutt AFB Law Center provides legal services to all active duty personnel, military dependents, retirees, members of the Guar*d and Reserve* members on active duty orders.

Active Duty Members & Dependents:  Call (402) 294-3732 (DSN 271-3732) for an appointment.

*Guard and Reserve:  Call (402) 294-3732 (DSN 271-3732) prior to going to the legal office to check your eligibility for legal assistance, notaries and powers of attorney.  Some services may only be available on Title 10 orders only.

Retirees & Dependents:  The Offutt AFB Law Center reserves one day per month for retirees and dependents to receive wills and other legal assistance.  Please call the law center at (402) 294-3732 (DSN 271-3732) for information on our next retiree day.  (Retirees and dependents are welcome during walk-in hours for notary and Powers of Attorney services).

Limitations on Legal Assistance
Legal Assistance JAGs cannot represent you in court or in administrative proceedings. We cannot provide assistance in the following areas: Issues involving personal commercial enterprises; Law of Armed Conflict issues; Official matters in which the U.S. Air Force has an interest or is involved in the final outcome; criminal matters; or questions regarding the USAF Standards of Conduct.

Contact the Area Defense Counsel at (402) 294-3939 or DSN 271-3939 if you have questions regarding criminal issues under the Uniform Code of Military Justice or state / federal criminal law, or questions regarding Air Force Standards of Conduct and unprofessional relationships

PCS Related Household Goods Claims
The DD Form 1840 / 1840R (pink form) must be submitted to the carrier within 70 days after delivery of a household goods shipment. This process can now be done online at The online process only applies to Air Force sponsored moves. Members unable to file online may bring their pink forms to the claims office M - Th / 8 a.m. - 4 p.m. Questions regarding the new process may be addressed to the Air Force Claims Service Center at 1-877- 754-1212 (24 / 7 customer service line).

The Military Justice Division provides guidance to commanders on nonjudicial punishment proceedings and courts-martial. Contact (402) 294-2358 or DSN 271-2358 for assistance.

The Area Defense Counsel (ADC) program provides independent legal representation to military members suspected of an offense or facing adverse administrative actions. Contact the ADC at (402) 294-3939 or

tabOperations Law 
The Operations Law Division generally refers to legal rules applicable in actual military operations. It is normally defined as that body of domestic, foreign and international law that impacts the activities of U. S. Armed Forces in war and operations other than war.

Commanders must ensure their personnel are trained to comply with the Law of Armed Conflict (LOAC). All military personnel must accomplish this training every 20 months.

The Department of Defense does not tolerate sexual assault and has implemented a comprehensive policy that reinforces a culture of prevention, response and accountability that ensures the safety, dignity and well-being of all members of the U.S. Armed Forces.

This year there are items considered 'Out of Scope for Offutt VITA' and will not be handled for the 2015 Tax Year / 2016 Tax Season. For a list of items, click here.  We are mandated by the IRS  to perform 100% photo ID and Social Security Card Check for all taxpayers. We will accept a copy of the Social Security Cards for everyone on the tax return. Please bring last year's tax return with you to your tax appointment. New for filing season 2016 is the  Affordable Care Act Form 1095, it is required for all tax filers this year. These forms prove you and your dependents have medical insurance. Taxpayers must have this form before returns can be begun. This form is provided by your employer (1095-C), or an insurance company in the marketplace (1095-A), or an insurance company outside the marketplace (1095-B). Active duty military will be able to get the appropriate form from MyPay. We will not begin the return without these documents.

- Spouses with a Power of Attorney (POA) can start the return process without the other spouse present. Social Security Cards are still required for each individual listed on the tax return.

- Parents with a Power of Attorney may file returns for Dependent children, but the Social Security Card is still required.  Any questions or concerns, please call 294-3759.
