OFFUTT AFB HOUSING INFORMATION

PRIVATIZED HOUSING INFORMATION
As part of the Military Housing Privatization Initiative, the Air Force conveyed ownership of all housing units and improvements thereon to Offutt AFB America First Communities, LLC, a Nebraska Limited Liability Company. Rising View, a subsidiary of America First Communities (AFC), is the property manager and real estate developer. Since then, we have seen significant improvements to the housing communities including complete renovation of over 480 homes. Construction of new units is complete with a total of 914 homes built. Many community amenities have been completed, such as 61 tot lots and playgrounds, a dog walking park, soccer field, sand volleyball courts, and approximately 15,000 linear feet of walking trails, full and half court basketball courts, picnic pavilions. In addition, a new community gathering center "The Pointe at Rising View" (5600 gross square feet facility and 150 max person capacity) is available to housing residents. Privatization brought many improvements to Offutt housing units and communities and has improved quality of life for military families stationed at Offutt.

Although Offutt housing has been privatized, the Offutt AFB Housing Management Office (HMO) will continue to support your housing needs. It is always recommended that you visit the HMO before making housing arrangements. The information provided below includes an overview of privatized housing and a brief description of the application process. If you have any questions, please contact the HMO at DSN 271-6242 or Commercial (402) 294-6242. You may also contact the Rising View Property Management Office at DSN 272-6517 or Commercial (402)-991-9840 or visit their web site at www.Risingview.com.

PRIVATIZED HOUSING OVERVIEW
If you choose to live in privatized housing, you will receive Basic Allowance for Housing (BAH) according to your rank and dependent status. Your rent will be equal to your BAH and will include utilities. You will be required to sign a one-year lease.

If military married to military, no dependents, the rent will be based on the "with dependent" rate for the senior ranking member (Junior ranking member will still collect BAH and pocket the difference). Example (2010 BAH Rate):

- Without dependent rate BAH for E5 Married to E4 is $822 plus $729 which equals a combined total BAH of $1551.00
- Rent for E5, at with dependent rate, is $1077.00
- The difference, $1551 minus $1077 (rental rate) equals $474 (junior ranking member pockets)

Please visit www.Risingview.com for additional information regarding privatized housing.

APPLYING FOR PRIVATIZED HOUSING
The Offutt HMO processes all applications for privatized housing. All eligible military members (with dependents) are authorized to submit an advance application. You should visit your current installation's HMO, with copies of your PCS orders, to fill out an application and they will mail it to our office. Please annotate in the remarks section of the application "I give the housing office permission to release my information to the Property Owner." If you receive short notice PCS orders, you may want the housing office to FAX your application and orders to this office at DSN 271-9763.

The effective date of your advance application is the date you depart your losing duty station. If you submit an advance application, you will be contacted by Rising View and they will advise you of privatized housing availability. The estimated waiting period will be based on your projected arrival date and not on the date of application.

If you do not submit an advance application, you may apply at the HMO as a "walk-in" upon arrival; however your date of application will be the day you apply.

ASSIGNMENT TO PRIVATIZED HOUSING
In all cases, assignments to privatized housing are made only to personnel who have arrived at the installation and have processed into their unit. After this occurs, you must visit the HMO to be certified eligible for privatized housing based on grade and bedroom eligibility, and referred to Rising View. They will discuss housing options based on bedroom eligibility and answer any questions you may have regarding privatized housing. If you choose to live in privatized housing, Rising View will show you an available home, and if accepted, process the required paperwork (including tenant lease) to complete the assignment process.

WAIT TIME
For most housing grade categories, there is currently no waiting period for privatized housing.

OFF-BASE COMMUNITY HOUSING INFORMATION
