*NOTICE: The 55th Wing Legal Office will participate in Warhawk Week. From Jan. 30 - Feb. 1, the Legal Office will be providing services (Legal Assistance, Wills, POA's, and Notary's) to swing-shift personnel from 4:30 - 7:30 p.m.  Members wishing to get legal assistance will need to call ahead to schedule an appointment at (402) 294-3733.

The Offutt Legal Office will be closed every 3rd Friday of each month for training purposes.

The Offutt Legal Office will be closed on all ACC Down days and all Federal Holidays.

Eligibility

The Offutt AFB Law Center provides legal services to all active duty personnel, military dependents, retirees, members of the Guard and Reserve on active duty orders.

Active Duty Members & Dependents: 
Legal Assistance is available on a Walk-In basis Tuesday mornings from 9:30 - 1130 a.m.  For creation of Wills, Living Wills, and similar documents, please call (402) 294-3733 (DSN 271-3733) for an appointment.

Guard and Reserve
Call (402) 294-3733 (DSN 271-3733) prior to going to the legal office to check your eligibility for legal assistance, notaries and powers of attorney.  Some services may only be available on Title 10 orders only.

Retirees & Dependents
Legal Assistance is available on a Walk-In basis Tuesday mornings from 9:30 to 11:30 a.m.  Additionally, some appointments are available for retirees and dependents to receive wills and other legal assistance.  Please call the law center at (402) 294-3733 (DSN 271-3733) for information and available appointments.  (Retirees and dependents are welcome during walk-in hours for notary and Powers of Attorney services).

Limitations on Legal Assistance
Legal Assistance JAGs cannot represent you in court or in administrative proceedings. We cannot provide assistance in the following areas: Issues involving personal commercial enterprises; Law of Armed Conflict issues; Official matters in which the U.S. Air Force has an interest or is involved in the final outcome; criminal matters; or questions regarding the USAF Standards of Conduct.

Contact the Area Defense Counsel at (402) 294-3939 or DSN 271-3939 if you have questions regarding criminal issues under the Uniform Code of Military Justice or state / federal criminal law, or questions regarding Air Force Standards of Conduct and unprofessional relationships

PCS Related Household Goods Claims
The DD Form 1840 / 1840R (pink form) must be submitted to the carrier within 70 days after delivery of a household goods shipment. This process can now be done online at https://claims.jag.af.mil. The online process only applies to Air Force sponsored moves. Members unable to file online may bring their pink forms to the claims office M - Th / 8 a.m. - 4 p.m. Questions regarding the new process may be addressed to the Air Force Claims Service Center at 1-877-754-1212 (24 / 7 customer service line).

Operations Law

The Operations Law Division generally refers to legal rules applicable in actual military operations. It is normally defined as that body of domestic, foreign and international law that impacts the activities of U. S. Armed Forces in war and operations other than war. 

Commanders must ensure their personnel are trained to comply with the Law of Armed Conflict (LOAC). All military personnel must accomplish this training every 20 months.

This year there are items considered 'Out of Scope for Offutt VITA' and will not be handled for the 2017 Tax Year / 2018 Tax Season. For a list of Out of Scope items, click here. We are mandated by the IRS to perform 100% photo ID and Social Security Card Check for all taxpayers. We will accept a copy of the Social Security Cards for everyone on the tax return. Please bring your 2016 tax return with you to your tax appointment. We will not begin the return without all the documents required. We are limiting the types of returns we prepare and those we can serve in 2018.

- Spouses with a Power of Attorney (POA) can start the return process without the other spouse present. Social Security Cards are still required for each individual listed on the tax return.

- Parents with a Power of Attorney may file returns for Dependent children, but the Social Security Card is still required. Any questions or concerns, please call 294-3759.

Military Justice Division

The Military Justice Counsel provides guidance to commanders on nonjudicial punishment proceedings and courts-martial. Call (402) 294-2358 or DSN 271-2358 for assistance.

The Area Defense Counsel (ADC) program provides independent legal representation to military members suspected of an offense or facing adverse administrative actions. Contact the ADC at (402) 294-3939 or 271-3939.
